Chautauqua County Booking Photos and Records
A booking photo is an image associated with an arrest or intake event. Release does not change what the image depicts. It also does not supply the case result. A photo can remain in an agency record after the person leaves, while the public web page may never show it or may stop showing it.
Kansas law was not verified to declare every booking photograph categorically open. A specific Chautauqua County booking image may be requested under the Kansas Open Records Act, but the custodian decides whether the record exists and whether a statute requires closure or redaction. No county source states a fixed retention period. Older photos should be requested without a promise that they remain available.
The release record and court file answer different questions. Sheriff records can identify the booking, release time, type, and transfer destination. Fourteenth Judicial District records can show the complaint, bond, disposition, sentence, probation, revocation, or expungement order. Neither should be inferred from a face photo.

For a county-jail image, start with the Chautauqua County Sheriff. For a KDOC image, use KASPER. A federal record belongs to the federal custodian. This source separation avoids attaching the wrong agency, date, or custody status to an image.
No Chautauqua County Mugshot Gallery
The official Chautauqua County Sheriff page identifies Sheriff Richard A. Newby and gives the jail’s Sedan contact. It has no visible current-custody roster, release list, booking-photo page, warrant gallery, or archive. No update schedule or online retention period can be stated because no feed was found.
A person missing from an unofficial listing has not been proven released. The booking may be absent, delayed, misspelled, removed from view, or transferred to another custodian. Call (620) 725-3108 and ask about the exact booking. Then request the release record if the end time, type, or destination matters.
The sheriff site’s lack of a gallery does not prove the underlying image does not exist. Internal booking records may outlast public web access. A written request gives the custodian enough detail to search the actual county record instead of a third-party copy.
Request a Chautauqua County Booking Photo
Chautauqua County’s official KORA policy and request form provides the local procedure. Address the request to the sheriff custodian. The policy lists Richard Newby, cqso@sbcglobal.net, and 218 N Montgomery St., Sedan. Its printed custodian number conflicts with the sheriff’s current page, so use the main number, (620) 725-3108, to confirm delivery details.
- Identify the person with full name and date of birth when known. Add the booking number, booking date, arresting agency, or case number to narrow the match.
- Ask for “the booking photograph associated with booking number ___ / booking date ___,” plus the existing booking and release record if needed.
- Specify a narrow date range and request electronic format. Ask for an estimate before processing and state that extra work should not begin without approval.
- Send the request to the sheriff custodian during the published request hours. Keep a copy of the request and delivery details.
- If the image is withheld or no longer exists, ask for the statutory basis, redaction reason, or applicable retention and disposition explanation.
The optional county form asks for the date, designated custodian, specific record and period, preferred format, requester contact details, and signature. Ask for an existing record. The county says it need not create a new report or provide records that do not yet exist.
Published request hours are 8 a.m. to 4 p.m. Monday through Friday, except holidays. A request received after 4 p.m. is logged the next business day. The county must make a response by the third business day, but that is not a promise of production within three days. Review, fee estimates, redaction, and later production can take more time.
Chautauqua County Photo Request Costs
KORA permits reasonable access and copy charges, and the county requires advance payment. No special mugshot price was published. The general schedule therefore governs unless the custodian provides a supported estimate for the work actually needed.

The county may refund an overestimate or request more advance payment when the estimate is low. Narrow dates and known identifiers reduce search time. K.S.A. 45-219 authorizes reasonable charges and advance payment. K.S.A. 45-218 requires prompt action and a detailed response within three business days when immediate access is not granted.

KASPER Photos for Chautauqua County Cases
The official KASPER offender search offers photograph and thumbnail controls. It covers people and cases tied to Kansas Department of Corrections programs. A person who only left Chautauqua County Jail on bond may never appear because KASPER is not a statewide county-booking archive.
Search by KDOC number when possible. Otherwise compare name, birth date, conviction, and case facts before linking an image to a person. KDOC warns that an image date in its database may be the date the file was recorded, not the day the photograph was taken. The image should not be called current without proof.
A KASPER photograph documents the state corrections record. It is not necessarily the photograph taken during a Chautauqua County booking. If the distinction matters, request the county image by booking number and compare the record provenance rather than appearance alone.
A Wrong-State Chautauqua Sheriff App
The most visible mobile app named “Chautauqua County Sheriff” belongs to Chautauqua County, New York. It is not a Kansas booking-photo or release channel. The Kansas county page links no official app or social feed. Using the wrong app can attach New York people, agencies, and photos to a Sedan search.
Check jurisdiction cues before trusting a result. Kansas cues are Sedan, Sheriff Richard Newby, area code 620, and the chautauquacountyks.com domain. Mayville, Jamestown, Dunkirk, area code 716, sheriff.us, and the prominent Apple app are New York cues.
The app listing itself is useful only as a warning. It must never be presented as a way to find Chautauqua County, Kansas releases or mugshots.
Chautauqua County News Photos Have Limits
The county sheriff page has no press-release or booking-photo archive. KBI may publish an image in event-specific coverage, and local news may repeat an agency photo. Such a report documents what was known at publication. It does not establish a later release date, current status, or case outcome.
A 2019 KBI notice about a Chautauqua County homicide investigation illustrates the limit. An arrest announcement is not a release record. Compare any news image with the sheriff booking, district court file, and current agency status. Do not use an old article as proof that a person remains in custody or that charges led to conviction.

Expunged Chautauqua County Photo Records
K.S.A. 21-6614 governs Kansas expungement for covered conviction and related records. Eligibility and effect depend on the case, required waiting periods, later history, and court findings. The district court order controls. A stale private copy should not be used to reconstruct a matter that the official source no longer makes public.
K.S.A. 45-221 also identifies categories that may be closed or redacted, including protected juvenile, medical, security, investigation, sealed, or expunged material. No current official Kansas anti-pay-to-remove or mugshot-publication law was verified. Claims that every photo must be published, that every photo must be removed, or that Kansas has a special removal-fee ban would be unsupported. For an official county image, provide the expungement or sealing order to the custodian and ask how it applies to the record.
Verify a Chautauqua County Photo
Start with the agency and event, not the face alone. Match the county booking number, date, arresting agency, and case number.
